ABOUT IREDA

Indian Renewable Energy Development Agency Limited (IREDA) was established on 11th March, 1987 as a Public Limited Government Company under the Companies Act, 1956 and it promotes, develops and extends financial assistance for Renewable Energy and Energy Efficiency/Conservation Projects.

IREDA has been notified as a “Public Financial Institution” under section 4 ‘A’ of the Companies Act, 1956 and registered as Non-Banking Financial Company (NFBC) with Reserve Bank of India (RBI).

IREDA’s Motto is “Energy for Ever.”

The main objectives of IREDA are:
  1. To give financial support to specific projects and schemes for generating electricity and / or energy through new and renewable sources and conserving energy through energy efficiency.
  2. To maintain its position as a leading organization to provide efficient and effective financing in renewable energy and energy efficiency / conservation projects.
  3. To increase IREDA`s share in the renewable energy sector by way of innovative financing.
  4. Improvement in the efficiency of services provided to customers through continual improvement of systems, processes and resources.
  5. To strive to be a competitive institution through customer satisfaction.

VIGILANCE QUALITY POLICY

IREDA Vigilance shall establish and continually strive to improve Quality Management System to facilitate an environment conducive for employees to work with integrity and transparency in all spheres of their activities to bring pride to IREDA and to make IREDA a leader in Renewable Energy Finance Sector.

Register a Complaint

  1. Any favours sought by the visiting officials of IREDA during the inspection tour of the projects.
  2. An advocate hired by IREDA or official of IREDA approaching the client for favors in the court cases filed by IREDA against the borrowers.
  3. Any promises made to arrange loan / financial assistance on behalf of IREDA.

OFFICIALS TO APPROACH TO REGISTER COMPLAINT

The Clients / Borrowers can approach the Chairman and Managing Director and / or Chief Vigilance Officer of IREDA and / or Central Bureau of Investigation (CBI) and /or Central Vigilance Commission (CVC) to register a complaint against corrupt practices being followed by IREDA officials.

EXPECTATION FROM THE CLIENTS / BORROWERS
  1. Loan Application to IREDA is to be submitted in prescribed form. The application form is available free of cost. For submission of loan application form, intending borrower is free to contact IREDA officials.
  2. The entrepreneurs may also get in touch with State Level Nodal Agencies of the Ministry of New and Renewable Energy (MNRE), Government of India. IREDA Branch/ Camp offices may also be approached for assistance with regard to New and Renewable Source of Energy (NRSE) Sectors and IREDA’s financing details.
  3. IREDA expects highest standard of ethics from the clients/borrowers while they submit the application/ requests for registration, sanction and disbursements for their projects. They are further expected to observe the highest standards of ethics during execution of legal documents.
  4. Clients / Borrowers shall not adopt any "corrupt practice" as well as "fraudulent practice". The terms set forth are as follows:
    • "Corrupt practice" means the offering, giving, receiving or scrolling of anything of value to influence the decision of a public servant during the course of discharge of lawful functions/duties; and
    • "Fraudulent practice" means a mis-representation of facts in order to influence a decision taken by an official in discharge of official duties and while dealing with official transactions, so as to grant/derive, an unlawful gain to the party/s and/or unlawful loss to the company.
STANDING INSTRUCTIONS RECEIVED FROM CENTRAL VIGILANCE COMMISSION (CVC)

Central Vigilance Commission(CVC) vide its Circular No. 14/6/09 dated 5th June, 2009 have issued instructions to all Public sector Enterprises to display the following message for the use of general public at the main reception which has been complied with by IREDA.

“DO NOT PAY BRIBES. IF ANYBODY OF THIS OFFICE ASKS FOR BRIBE OR IF YOU HAVE ANY INFORMATION ON CORRUPTION IN THIS OFFICE OR IF YOU ARE A VICTIM OF CORRPUPTION IN THIS OFFICE, YOU CAN COMPLAIN TO THE HEAD OF THIS DEPARTMENT, OR THE CHIEF VIGILANCE OFFICER/ THE SUPERINTENDENT OF POLICE, CENTRAL BUREAU OF INVESTIGATION AND THE SECRETARY, CENTRAL VIGILANCE COMMISSION”

All complaints to the Central Vigilance commission may be made in terms of its ‘Complaint Handling Policy’ which is available in public domain on the Commission’s website i.e www.cvc.gov.in. Complaints can also be lodged online on Commission’s website.

Government of India Resolution on the Public Interest Disclosure and Protection of Informers (PIDPI) If a complainant, while exposing a case of corruption wants his / her identity to be kept secret, he/she should lodge a complaint under Public Interest Disclosure and Protection of Informers Resolution (PIDPI) – popularly known as Whistle Blower Provision. IREDA is mandated to maintain the secrecy of the complainants (Kindly refer to the webpage PIDPI link) .

In order to achieve the mission of IREDA expects I certain standards in official business from its clients/borrowers:
